The first official meeting with Japanese Ambassador Masashi Nakagome took place in Ukraine, during which the parties discussed humanitarian aid, restoration of energy infrastructure, and political support for Ukraine at the international level. The meeting took place against the backdrop of Russia’s ongoing attacks on critical infrastructure in Ukrainian cities and the need for emergency energy solutions.
During the talks, the large-scale support that Japan has provided to Ukraine since the start of the full-scale war was noted. In particular, the country has provided more than 2,500 electric generators of various capacities, more than 65 transformers and 10 generator sets, as well as other equipment necessary to stabilise and restore the power system.
The parties paid special attention to financial assistance. The Japanese government announced its intention to allocate $6 billion for humanitarian and technical support to Ukraine in 2026. In addition, the Japanese parliament approved a supplementary budget of approximately $149 million for the implementation of projects under the Emergency Recovery Programme for Ukraine. The total amount of Japan’s financial and humanitarian assistance to Ukraine has already exceeded US$15 billion.
The meeting also discussed Japan’s efforts in the rehabilitation of Ukrainian military personnel, its participation in the International Coalition for the Return of Ukrainian Children, and its consistent support for pro-Ukrainian resolutions at the United Nations. Japan co-authored and supported the resolution “Return of Ukrainian Children.”
