In 2025, the State Border Service of Ukraine recorded 37,088,261 official crossings of the Ukrainian border. Of this number, 18.4 million were entries into Ukraine and 18.7 million were exits from Ukraine, according to the agency’s data.
Citizens accounted for about 86% of the total number of crossings. On average, the border was crossed about 2.7 million times per month, which exceeds the figures for previous years, when this figure reached approximately 2.5 million per month.

Statistics also show a gradual decrease in the number of citizens who left Ukraine and did not return. Throughout 2025, the difference between those who left and those who returned is 290,300 people. This is approximately 1.5 times less than in 2024, when about 443,000 conditional non-returns were recorded.
Since the start of the full-scale war, 3.1 million citizens have not officially returned to Ukraine. More than 72% of these departures occurred in the first year of the large-scale invasion, when a significant part of the population was forced to leave the country in search of safety.
