The Verkhovna Rada proposes to expand aid payments to affected critical infrastructure workers

The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights supported draft law No. 14303, which aims to speed up the payment of one-time financial assistance to affected critical infrastructure workers and expand the circle of people who are eligible for it. The document provides for amendments to the current law on one-time cash assistance for damage to life and health caused by the military aggression of the Russian Federation. In particular, by clarifying who exactly is eligible for payment and introducing new payment mechanisms for persons with higher disability groups.

According to representatives of the Committee, the current formal requirements and bureaucratic procedures complicate access to guaranteed state compensation for victims and family members of the deceased. The new draft law should remove these obstacles and speed up the receipt of assistance.

The draft law also provides for an expansion of the list of family members of the deceased. It also provides for an extension of the period for exercising the right to receive assistance for the duration of martial law and for three years after its end. It also includes the inclusion of critical infrastructure operators and persons who have suffered while performing their duties at infrastructure facilities.

The committee recommended that the Verkhovna Rada adopt the draft law in the first reading for further refinement. These changes could become an important component of social protection for employees and their families in the context of armed conflict.
