Videos showing the inadequate conditions in which conscripts are held at the Bila Tserkva District Territorial Recruitment and Social Support Centre are being shared on social media and causing public outrage. The videos show unsanitary conditions, a lack of proper sleeping quarters and basic hygiene facilities.
According to the Office of the Ombudsman of Ukraine, these violations are not new. On 4 December last year, representatives of the institution conducted a monitoring visit to this TCC and SP. As a result, the problems were officially recorded, and the management of the institution was instructed to bring the conditions of detention of conscripts into line with Cabinet of Ministers Resolution No. 560 and the directives of the General Staff. The law obliges the TCC and SP, in cooperation with local administrations, to ensure adequate conditions for people.
About a month and a half has passed, but according to the Ombudsman’s Office, no real changes have taken place. New videos from the same TCC again record the same violations as during the previous inspection. This has sparked another wave of public debate and criticism of the actions of the responsible authorities.
The Ombudsman’s Office notes that the institution has followed all the procedures required by law: it recorded the violations, sent official letters and gave time for them to be rectified. According to representatives of the agency, there was no response. In this regard, an appeal was sent to the command of the Ground Forces of the Armed Forces of Ukraine and the Kyiv Regional Military Administration with a demand for an immediate response and concrete decisions.
The topic of mobilisation remains one of the most sensitive in society. The dissemination of such videos provokes heated debate and affects internal unity, but at the same time, publicity is often the only mechanism that triggers real change. The Ombudsman’s Office emphasises that compliance with the law and respect for human dignity during wartime is a matter of trust in state institutions.
