The Ministry of Social Policy and the Ministry of Internal Affairs have launched a joint mechanism to assist vulnerable people

Key points:

  • The 112 service of the Ministry of Internal Affairs will accept appeals from vulnerable groups of the population.
  • All calls will be forwarded to the social protection system.
  • Social services will provide targeted assistance in each region.
  • The mechanism is designed to enable rapid response during an energy crisis.

The Ministry of Social Policy and the Ministry of Internal Affairs of Ukraine have established a joint system for responding to requests from vulnerable groups of the population during the energy crisis. These include elderly people, people with reduced mobility, and families with children who need social support due to interruptions in electricity supply, heating or other basic services.

The 112 service will play a key role in the new mechanism. It will receive requests from citizens and record signals of need for assistance. After that, each call will be automatically forwarded to the social protection system. Local social services will pick up the person and organise the necessary support according to the specific situation and needs.

The Ministry of Social Policy emphasises that this model of interaction reduces the time between the call and the provision of assistance and ensures a targeted approach. The system will operate throughout Ukraine, regardless of the applicant’s region of residence.

The launch of the joint mechanism is seen as a response to the increase in social requests during energy instability. Coordination between emergency and social services should improve the effectiveness of the response and reduce risks for the most vulnerable groups of the population.
