The state digital platform Vector has opened access to personal accounts as part of the pilot project Money Follows the Teacher. The pilot project introduces a new model for financing teacher training and a gradual transition to personalised selection of educational programmes.
Teachers can already use their personal accounts and complete self-assessments using the 360 Assessment tool. From 16 February, they will be able to verify their accounts and submit applications to participate in the pilot project via the platform.
Professional development providers can now submit requests to activate programme accounts. The acceptance and review of training programmes will begin on 26 January. Evaluations will take place in five-week cycles, with the results of the first cycle expected by 2 March. After 16 March, approved programmes will be available for teachers to choose from.
The Vector platform was created by the non-governmental organisation EdCamp Ukraine with financial support from the International Renaissance Foundation, Save the Children and Education Cannot Wait. The solution was transferred free of charge to the Ukrainian Institute for Education Development as charitable assistance.
The “Money Follows the Teacher” policy is being implemented by the Ministry of Education and Science of Ukraine as part of a joint programme with World Bank Ukraine LEARN.
