School holidays extended. Government allows changes to teaching format until February 2026

Key points:

  • The government has decided on temporary changes to the organization of teaching due to the situation in the energy system
  • Face-to-face teaching may be suspended until February 1, 2026
  • Regions are allowed to determine the teaching format themselves, depending on security conditions
  • In Kyiv, it is recommended to extend or introduce winter holidays, with the exception of kindergartens.

Ukraine has decided on urgent changes to the educational process against the backdrop of a state-level emergency caused by damage to the power infrastructure as a result of Russian missile and drone attacks. This involves the temporary suspension of in-person learning in educational institutions at all levels, from preschool to higher education, taking into account the security and energy situation in the regions.

The government has instructed regional state and military administrations, together with the relevant central authorities, to promptly assess the conditions in each region. Based on the decisions of the commissions on technological and environmental safety and emergencies, they must determine the feasibility of switching to distance learning or extending or introducing winter holidays until February 1, 2026.

A separate decision has been made for the capital. The Kyiv City State Administration has been recommended to extend or establish winter holidays until early February. At the same time, this does not apply to preschool education institutions, for which the operating mode will be determined separately, taking into account the current situation on the ground.

These measures are intended to ensure the safety of pupils, students, and education workers, as well as to reduce the load on the power grid in conditions of limited electricity supply.
