Ukraine has introduced simultaneous issuance of ID cards and foreign passports

The state-owned enterprise “Document” has launched a new service that allows citizens to apply for a Ukrainian passport and a foreign passport during a single visit to the Passport Service. This was reported by the Ministry of Internal Affairs.

The relevant provision is set out in Resolution No. 1709 of the Cabinet of Ministers of Ukraine, which came into force at the end of December 2025.

Now, both adults and children under the age of 14 can obtain both documents at the same time, including a passport for travelling abroad for themselves and their children. The service is available at Passport Service offices in Ukraine and abroad, where it operates.

Outside Ukraine, processing times can be up to 3 months.

The status of document processing can be checked via the online service “Document Processing Status” using the details of the previous passport or birth certificate for those who are applying for an ID card for the first time after reaching the age of 14.
