In 2025, Ukraine conducted 482 public procurement procedures for anti-icing agents totalling more than UAH 254 million. The winners were 220 business entities, among which 125 legal entities received over UAH 226 million, and 95 individual entrepreneurs received about UAH 28 million. This is evidenced by an analysis by the YouControl R&D centre.
The main customers were state and municipal enterprises in the field of road maintenance and housing and communal services, as well as local government bodies.
The largest purchases were made by the Kyiv and Sumy regional road administrations, while the largest volumes of rock salt and de-icing reagents were purchased by customers from Kyiv and the Kyiv, Lviv, Sumy, and Poltava regions. The total amount of the 10 largest winners was almost UAH 185 million, or about 73% of all purchases.
The market leaders were:
- SOLT INDUSTRY LLC with a total of UAH 41.3 million in winning tenders;
- Torgovy Dom EGT LLC – UAH 38.6 million;
- Eurasian Trading Group LLC – UAH 24.3 million.
Other major suppliers include MERKURIKO LLC, INTER LOGISTIC UKRAINE-L LLC, MAVEL UKRAINE LLC, and Daria Oleksandrivna Slipchuk, an individual entrepreneur.
Some of these companies have ties to former officials of Artemsil State Enterprise or appear in publications about affiliations with politically significant individuals.
