Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development Oleksiy Kuleba met with Norwegian Minister of Foreign Affairs Espen Barth Eide, during which the Norwegian side announced the allocation of approximately $400 million to support Ukraine’s energy sector this winter. This was reported by the Ministry of Community and Territorial Development of Ukraine.

According to Kuleba, heating plants remain one of the main targets of Russian attacks, and the funding will help to quickly restore critical infrastructure and build up a reserve of mobile and modular energy equipment.

The Nansen Programme, which reached NOK 85 billion in 2025 and exceeded initial plans threefold, was also discussed. The decision to extend the programme until 2030 with a total budget of NOK 205 billion demonstrates Norway’s strategic confidence in Ukraine.

With Norway’s support, projects are being implemented to restore housing, critical logistics infrastructure and energy supply during the winter, and the Nordic Environment Finance Corporation (NEFCO) has invested €16 million in municipal energy efficiency projects.
