Ukrainians Abroad: Ombudsman Highlights Main Challenges

Long lines, excessive bureaucracy, and various restrictions are common issues that make life abroad very difficult for Ukrainians.

This is highlighted in a column for Humanitarian Media Hub by Dmitry Lubinets, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine (Ombudsman).

“These are real people forced to leave their homes and loved ones because of Russian aggression, and life in another country is almost never simple for them. For many, daily life is shaped by these key challenges,” Lubinets writes.

People need consular assistance, but they often receive it only after waiting for six months. Digital services do not always help. Older adults frequently cannot use them. Pension issues are complicated due to lack of information and complex procedures for verifying work experience.

Problems also arise with medical documents. Disability recognition is not always possible, and different countries accept medical certificates differently. This affects people with chronic illnesses and their safety.

Another difficulty involves education and professional qualifications. Diplomas are often not recognized, so even specialists cannot work in their fields.
