The Ministry for Veterans Affairs of Ukraine is launching a pilot project to provide capacity-building services for veterans who have injuries, wounds or illnesses that limit their daily functioning.
Project participants will receive:
- personalised assistance and long-term support aimed at social integration;
- access to rehabilitation assistance;
- mental health support;
- assistance in finding employment and improving the quality of life of participants.
Potential service providers can count on state funding and a stable partnership with the Ministry of Veterans Affairs.
Legal entities and sole proprietors who do not receive budget funding for social services and have qualified specialists on staff or under contract can become service providers.
Teams must include psychologists, occupational therapists, and physical and rehabilitation medicine specialists, and some optional services have specific qualification requirements.
The project service package includes mandatory and optional services. Mandatory services include the development of an individual plan, assistance from a rehabilitation specialist, training in self-care skills and the organisation of a safe environment, and psychological support.
Optional services include assistance from a dietitian, speech therapist, diagnosis and treatment of sleep disorders, depending on the needs of veterans.
Applications for participation are submitted to the Ministry of Veterans Affairs, after which a decision is made on inclusion in the programme and an agreement is signed.
The project is funded by the state and implemented in accordance with Resolution No. 1476 of the Cabinet of Ministers of Ukraine dated 7 November 2025.
