Ukraine is preparing to launch car customs clearance via the Diya app. This digital customs reform is set to become one of the key anti-corruption measures in the field of vehicle imports. Its goal is to completely remove the human factor from the car valuation process, reduce bureaucracy, and make customs clearance a transparent service for drivers.
The current customs clearance system has been vulnerable to manipulation for years. The final customs value of a car was often determined by an inspector, which created unequal conditions for importers and opened the door to bribes. Digital customs clearance changes the approach: decisions are made by an algorithm, not an official.

The cost of registering a car will be determined automatically using a formula that takes into account only the objective characteristics of the vehicle. These include the make and model, type and parameters of the engine, and the age of the car. The data for the calculations will come from the Customs Value Database, which will be formed on the basis of information about new cars registered in Ukraine since 2007, as well as all imported used passenger cars. This approach makes it impossible to artificially lower the price in the documents.
For Ukrainians, this means a predictable and uniform result for everyone. The system automatically determines the market value, eliminating the need for informal agreements or intermediaries. The submission of declarations, calculation of customs payments, and their payment will take place directly in Diia, and the entire process will take up to one hour.
After purchasing a car abroad, the user logs into the app, enters the VIN code, signs the generated declaration, and pays the calculated fees online. When crossing the border, the customs inspector checks the documents and the car itself, after which the vehicle is allowed to proceed to further registration. They also plan to register the car after customs clearance through Diya.
The legal basis for the reform is draft law No. 10380. Its adoption will open up the possibility of a full-fledged launch of electronic customs declarations and the creation of a customs value database based on the model used in EU countries. If the project is implemented, importing a car into Ukraine will become a digital procedure without opaque decisions and delays.
