Diia.Education in 2025 saw record interest in digital learning

In 2025, the national platform Diya.Osvita surpassed three million registrations and recorded not only audience growth but also stable educational demand among Ukrainians. The platform’s internal analytics show that online learning is increasingly being used as a tool for practical development, professional adaptation, and safe interaction with the digital environment.

Over the course of the year, more than 617,000 new users joined Diia.Education, significantly exceeding the figures for 2024. The growth occurred on an already large audience base, indicating sustained interest in the platform and regular engagement of new user groups. Digital and AI literacy analytics indicate that Ukrainians most often come to study with applied motivation: to confidently use online services, improve cybersecurity, professional development, or change their field of activity. Interest in artificial intelligence and modern technologies, which are increasingly being used in everyday life, plays a separate role.

These demands are also reflected in the overall dynamics of the population’s digital skills. The proportion of Ukrainian adults with basic or higher digital skills has grown to 58 per cent, while the number of people without digital skills has fallen to 4 per cent in six years. The use of artificial intelligence is gradually moving into the practical realm: over the past six months, more than a fifth of adults and more than half of teenagers have used it at least once.

In 2025, users most often chose training in accessibility, cyber hygiene and online safety, topics related to AI, anti-corruption practices, retraining and the development of digital skills. These areas are directly related to the daily challenges of wartime and rapid technological development. Analytics for the entire period of the platform’s operation show the consistency of such interests: cyber hygiene, media literacy, security, working with open data, and professional training remain among the key educational topics.

A regional breakdown shows different educational emphases. In 2025, users from the Lviv region, Kyiv and Dnipropetrovsk region were the most active. In the Lviv region, courses on gender equality and social inclusion were the most popular, while in the capital and Dnipropetrovsk region, cyber hygiene programmes prevailed. At the same time, the platform retained an active international audience, particularly among users from Germany, Poland, the United States, and Indonesia.

Vocational education was a separate focus of the year. Approximately 85,000 users mastered new specialities during the year, particularly in the fields of digital marketing, data analytics, SMM, and targeting. There was also continued high interest in QA testing, cybersecurity, logistics, and accounting, reflecting the situation on the labour market and the demand for applied digital professions.

Analytics on course completion show a high level of engagement. About 90 per cent of users complete the national digital literacy test ‘Digitogram,’ and almost 80 per cent complete educational series. Short formats, such as skill bytes, have a different content consumption model, which explains the lower completion rate. In 2025, learning became predominantly mobile: over 70 per cent of users learn from smartphones, which creates demand for short and flexible educational formats.

Over the course of a year, Diia.Education users received over 1.44 million certificates, which averages out to nearly 4,000 completed courses per day. This dynamic indicates that for a significant part of the audience, the platform is not a one-time source of information, but a full-fledged educational path with practical results. In response, Diia.Education is developing learning support tools, including an AI mentor that helps explain complex topics, work with terms, and structure knowledge.

The platform’s strategic partner is the Swiss-Ukrainian EGAP programme, implemented by the Eastern Europe Foundation. The platform upgrade and AI tool integration are being implemented by the Ministry of Digital Transformation with the support of Google.org.
