Ukraine continues to expand its program to compensate employers for the costs of creating inclusive workplaces. According to the State Employment Service, since the program was launched in August 2023, employers have already been paid 317 million hryvnia. Financial support was provided to about 3,800 employers who provided jobs for 4,335 employees with disabilities, including nearly 400 people with Group I disabilities.

Compensation is provided to employers who officially employ people with disabilities and invest in creating an accessible and safe working environment. In 2025, the average payment was about 77,000 hryvnia. The maximum amount of compensation was 120,000 hryvnia for employees with Group I disabilities and up to 80,000 hryvnia for Group II disabilities.

Starting in 2026, the government increased the maximum compensation amounts. Employers can receive up to 129,705 hryvnias for setting up a workplace for a person with a Group I disability and up to 86,470 hryvnias for a Group II disability. The changes are aimed at encouraging businesses to invest more actively in inclusiveness and long-term employment.

The program covers not only traditional employers. Entrepreneurs and self-employed persons with disabilities, as well as military personnel who have returned to work or resumed entrepreneurial activity after service and equipped their own workplace, are also eligible for compensation. A significant portion of the funds is directed toward technical solutions that improve accessibility: lifting platforms, specialized furniture, computer equipment, and aids for people with visual and hearing impairments.

The most active creation of inclusive workplaces is taking place in the Kyiv, Cherkasy, Ivano-Frankivsk, Zhytomyr, Odesa, Vinnytsia, and Volyn regions, as well as in the capital. The geography of the program indicates the gradual formation of a culture of inclusive employment in different regions of the country.
