Ukrainians abroad will be able to enrol in universities based on European exams

In 2026, Ukrainian graduates who have completed secondary education abroad will be able to enrol in Ukrainian universities based on the results of national final exams in European countries. The relevant provision is included in the draft of the new Procedure for Admission to Higher Education Institutions, which has been submitted for public discussion by the Ministry of Education and Science of Ukraine.

According to the draft, foreign final exam grades may replace the results of the national multi-subject test (NMT) for admission to universities. The decision on the recognition of specific exams remains with the admissions committees of higher education institutions, which will evaluate applicants’ documents individually.

The procedure for implementing this mechanism will be detailed in methodological recommendations to be prepared by the Ministry of Education and Science. The results of national exams that graduates received after completing school in a European country will be valid for admission for one year after obtaining the relevant education document.

If the project is approved, the innovation will allow Ukrainians studying abroad to avoid additional tests during the admission campaign and simplify access to Ukrainian higher education.
