Over 315,000 Ukrainians have found employment with the help of the employment service

In 2025, the State Employment Service summed up its work and reported significant employment figures in Ukraine. According to data as of 29 December, more than 640,000 people used the services of the service, of which almost 358,000 were unemployed. Thanks to the mediation of the employment service, 394,000 people found work, of whom more than 315,000 were employed directly through the service’s support mechanisms.

At the end of the year, there were about 192,000 job offers posted on the SEU’s online job portal, and the service’s own database contained more than 49,000 open positions. The vacancy fill rate was over 63%, with the highest demand observed in industry, logistics, trade, IT and services.

Over 257,000 people received unemployment benefits during the year, with an average payment of around 5,000 hryvnia. The service also actively involved citizens in temporary and socially useful work, issuing 116,000 referrals, which made it possible to involve almost 29,000 people in these forms of employment.

In 2025, compensation programmes for employers continued to be implemented, thanks to which around 20,000 unemployed people were employed with partial compensation for labour costs. Over 540 million hryvnias were allocated for these purposes.

One of the key areas of work was vocational training and skills development. More than 93,000 people, including 55,000 unemployed, underwent training as part of these programmes. After completing the courses, the employment rate was 88%. More than 241 million hryvnias were allocated to skills development.
