Ukrainians are more actively taking advantage of education vouchers and expanding beyond psychology

Over the past year, the State Employment Service issued 25,000 training vouchers, which is 2,000 more than the previous year. The program remains one of the key tools for retraining and professional development, and its users are increasingly choosing not only humanities, but also applied and technical fields of education.

The greatest demand traditionally remains for psychology, nursing, social work, driving, and cooking. At the same time, employment service data show a gradual expansion of educational interests. Program clients are increasingly taking vouchers for training in robotics, automation, computer-integrated technologies, as well as tourism and recreation.

People over the age of 45 remain the most active participants in the program. For them, the voucher becomes a tool for professional restart, particularly in the field of care, psychological assistance, and social services. Among combatants, demand is shifting toward applied specialties related to transportation, the agricultural sector, and psychological support. Internally displaced persons most often choose education that allows them to adapt more quickly to new living conditions and the labor market.

People who have survived captivity or been wounded as a result of the war show a different dynamic. For them, psychology remains a key area, but at the same time, interest in rehabilitation, management, and technical specialties is growing. Among people with disabilities, the program is also used to acquire a new profession or return to active employment.

Last year, the largest number of training vouchers were issued in the Dnipropetrovsk, Kharkiv, Zaporizhzhia, and Odesa regions. These are regions with high demand for retraining and restoration of economic activity.

In 2026, the state increased financial support for program participants. The maximum amount of the training voucher increased from 30,280 to 33,280 hryvnia, which expands the opportunities for choosing modern and more expensive educational programs. The Employment Service notes that this trend indicates a gradual change in approaches to adult education and the growing role of education as a tool for adapting to changes in the labor market.
