  • The state is expanding its assistance tools from birth to school age.

On January 1, a law on increasing child benefits came into force in Ukraine, providing for a comprehensive overhaul of the state support system for families with children. The document was adopted on November 5, 2025, on the initiative of the Ministry of Social Policy, Family, and Unity, together with members of parliament. Its goal is to strengthen financial support for parents and create conditions for combining child-rearing with professional activities.

The law covers the entire period from pregnancy to the child’s enrollment in school. For pregnant women who do not have insurance experience, prenatal support in the amount of 7,000 hryvnia per child is introduced. For female military personnel, police officers, and certain special categories, the payment will be 100 percent of the average monthly salary. Assistance is provided according to standard medical terms, and for women affected by the Chernobyl accident, an extended leave period applies.

Childbirth assistance is significantly increased to 50,000 hryvnia. One of the parents or the guardian with whom the child permanently resides will be able to receive it. Applications can be submitted through the Pension Fund or the eMalyatko service. In cases of childbirth abroad, legalized documents must be submitted.

A new element of the support system is monthly assistance for caring for a child under one year of age. The amount is 7,000 hryvnia, and for families raising a child with a disability, it is 10,500 hryvnia. The payment is assigned after the end of maternity leave and can be processed using digital services.

For parents who return to work after their child reaches one year of age, there is the “yeYasla” program. It provides a monthly payment of 8,000 hryvnia, and for families with children with disabilities, 12,000 hryvnia. Support is provided until the child reaches three years of age, provided that one of the parents or legal representatives is officially employed.

The law also provides for a one-time “Schoolchild Package” allowance of 5,000 hryvnia for families of first-graders. The funds are intended for the purchase of clothing and school supplies, and their targeted use will be monitored by the National Social Service. Applications for children who will start school in the 2026–2027 academic year will be accepted starting in the summer of 2026.

The “Baby Package” program will continue. Parents will still be able to choose between a set of goods or cash compensation equal to three times the minimum subsistence level for children under six years of age. In 2026, this amount will be 8,451 hryvnia.
