The state preferential mortgage lending program for internally displaced persons and residents of frontline areas was launched in September 2025. Since then, the Pension Fund of Ukraine has received 1,224 applications from citizens planning to purchase their own housing, the Ministry of Social Policy, Family and Unity reported.
“The Pension Fund of Ukraine has already approved state support for 118 of these applications and has transferred funds to bank accounts to cover 70% of the down payment and 70% of monthly payments under preferential loans for internally displaced persons,” the ministry said in a statement.
The ministry уточнив that UAH 4.4 billion was allocated in the 2025 state budget to implement this program. The funds are intended to reduce the financial burden on people who have lost their homes or were forced to leave them due to hostilities.
It was previously reported that as of September, the yeOselya program was expanded for IDPs and residents of frontline communities. The state covers 70% of the mortgage down payment, compensates 70% of monthly loan payments during the first year, and reimburses document processing costs of up to UAH 40,000.
