Throughout 2025, 2,480 Ukrainian families received state compensation for using the “municipal nanny” service. The program allows parents to officially hire a nanny to care for their child and partially reimburse the cost of her work from the state budget.
The municipal nanny service was created to support families who need additional time for work, recovery, or dealing with everyday issues. It allows parents to combine caring for their child with economic stability, especially in conditions of war and limited access to preschool education.
Compensation is paid for each hour of care at a rate of 100 percent of the minimum hourly wage established on January 1 of the relevant year. In 2025, the minimum wage is 8,000 hryvnia per month or 48 hryvnia per hour. The state reimburses no more than 165 hours of care per month.
The Cabinet of Ministers of Ukraine, at the request of the Ministry of Social Policy, has expanded the list of families who can take advantage of this support. Families with internally displaced children under the age of three, families with children under the age of six who require additional care, families where one parent has a first or second degree disability, and those living in areas without access to preschool education facilities are eligible for compensation.
It is separately emphasized that the service is available both to internally displaced persons and to families who live with their children in communities with limited access to kindergartens. To receive compensation, you must find a nanny yourself, conclude a contract with her, and submit documents to the social protection department at your place of residence.
The development of the “municipal nanny” service is part of the implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine, initiated by First Lady Olena Zelenska. It aims to reduce barriers to parents’ access to work and children’s access to proper care and development.
