Real Estate Market in Vinnytsia: Prices, Demand, the Role of IDPs and State Programs

Vinnytsia has become a city where internally displaced persons (IDPs) seek safety and a new home. Their demand for housing is one of the key factors shaping the market. Larisa Yaremchuk, Head of the local branch of the Public Organization “Union of Real Estate Specialists of Ukraine,” shares insights on changes in the secondary market, prices, and rental trends.

Ms. Larisa, what is the situation (trends) in the secondary housing market in Vinnytsia?

In 2025, Vinnytsia was one of the most attractive and stable places in Ukraine.

Relative safety, developed infrastructure, and constant demand have driven activity across all segments of the housing market.

The secondary market in Vinnytsia in 2025 was active and scarce. Supply was lower than demand, especially for apartments with renovations. As for prices, the average annual cost in Vinnytsia ranged from $1,300 to $1,600 per square meter, depending on renovation and location.

Overall, prices for secondary housing in 2025 increased by about 10%.

The highest demand was and remains for one- and two-room apartments with renovations.

Who creates demand and buys housing?

Young families, internally displaced persons, buyers using state programs, and investors for rental purposes.

They are looking for the opportunity to move in immediately without waiting for building completion or renovations.

And state programs – how do they affect the market?

State programs, primarily eOselya and eVidnovlennia, support demand in the segment of liquid one- and two-room apartments.

Demand through these programs is quite high.

Unfortunately, not everyone can move to another city far from the war and have enough funds to buy an apartment immediately. In reality, only a small percentage can afford this.

What about prices – what are they for new builds and the secondary market?

The primary market in 2025 grew faster than the secondary one – prices for new builds, even according to official statistics, increased by about 15% in the first quarter compared to the same period a year earlier, and by about 16.7% in the second quarter. This is due to rising construction costs – materials, logistics – as well as increased demand. The shortage of labor due to mobilization also had an impact.

The average price for new builds in the city is now about $1,150 per square meter. This is the “budget” level. In elite properties and locations, the price per square meter can be significantly higher – up to $2,700.

Various developers are building here – from small ones constructing one or two buildings per year to large developers implementing large-scale projects.

What else affects housing prices?

On the secondary market, the main factor is the condition of the property – whether it has renovations or not. This is the primary factor. Transport accessibility, proximity to schools, kindergartens, and hospitals also matter. And the floor level.

For new builds, the developer’s reputation is important, as well as location and infrastructure. And, of course, the stage of construction.

What are rental prices?

Rental prices in Vinnytsia in 2025 increased. By the end of the year, one-room apartments were rented for 10,000–15,000 UAH per month, two-room apartments for 13,000–15,000 UAH. Three-room apartments saw the smallest increase and generally have lower demand. They cost 13,000–16,000 UAH per month.

How quickly is housing rented out?

Due to high demand, one- and two-room apartments in “convenient areas” and with good renovations are rented out very quickly – within days or weeks. If the area is remote and the apartment lacks furniture or is in poor condition, and the price is inflated, then it will take longer – up to two months.

What are your market outlooks for 2026?

The secondary market – slow but stable growth, as demand remains high thanks to the relative safety of the region.

As for new builds – it depends on the pace of state mortgage programs. However, moderate price increases are quite likely, particularly against the backdrop of rising construction costs.
