eHealth in Ukraine covered almost 5 billion pieces of medical data in one year

The Ministry of Health of Ukraine has summarised the results of the digital transformation of the healthcare sector for 2025. As of the end of the year, the electronic healthcare system covers more than 49,000 medical and pharmaceutical institutions, about 475,000 medical and pharmaceutical workers, and almost 5 billion medical records are stored in electronic patient cards.

One of the key events of the year was the first ever electronic ranking system for internships in Ukraine. Over 2,500 interns began their training based on the results of digital selection, which was an important step in reforming medical education and increasing the transparency of processes.

In 2025, a digital system for assessing a person’s daily functioning also began operating. The solution received the GovTech Award 2025 as one of the best state tech reforms of the year. The system has already processed over half a million cases, and the consolidated statistics are available in real time for analysis and planning.

The Ministry of Health has continued to develop state digital registries and services in the field of medicine. Among the new solutions are an electronic queue for free endoprosthetics, a notification system for cosmetic products, a state registry of disinfectants, and a license registry for blood system entities. Separately, beta testing of digital licences for the circulation of narcotic and psychotropic substances is ongoing.

An important international development was the launch of a Ukrainian-French telemedicine project for remote patient diagnosis. Ukrainian medical institutions received 142 units of telemedicine equipment with a total value of over €4 million, which expands the possibilities for providing assistance in the regions.

The electronic health care system gained new functionalities in 2025. Additional integrations with state registries, international assessment tools, and medical equipment accounting were introduced. At the same time, beta testing of the patient’s office is ongoing, which should simplify citizens’ access to their own medical data.

Special attention was paid to public health, where the development of the electronic epidemiological surveillance system continues. The cybersecurity of digital medical services has also been strengthened: throughout the year, phishing simulations were conducted in a secure environment, centralised monitoring of cyber incidents was implemented, and infrastructure protection was strengthened.

In 2025, Ukrainian eHealth became more actively integrated with the European digital space. The implementation of a 2D-coded drug verification system based on the European model is ongoing, and a national organisation with the appropriate mandate has been established. The international eCTD standard for the submission of registration dossiers has also been introduced.

Ukraine has begun preparations for cross-border exchange of medical data. The country has received a grant for a joint project with Estonia to connect to the MyHealth@EU network within the European Health Data Space, which opens up opportunities for information exchange with EU countries.
