Japan has transferred €47.7 million in grant aid to Ukraine as part of the fourth phase of the Emergency Recovery Programme and has agreed to prepare for the launch of the next phase of support. The funds have already been received and will be used for demining, energy and water supply, which remain critical for communities, particularly those near the front line.
This was discussed during a meeting between representatives of the Ministry of Development of Communities and Territories of Ukraine and Masahiro Takehana, Deputy Head of Mission at the Embassy of Japan in Ukraine. First Deputy Minister Alona Shkrum and Deputy Minister Maryna Denysiuk participated in the negotiations on the Ukrainian side.
The talks focused on the previously announced 8.8 billion Japanese yen that Japan has allocated in the form of a grant. Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksiy Kuleba noted that these resources directly affect the security and basic living conditions of the population, allowing for greater community resilience in the difficult conditions of war.
Housing reconstruction has been identified as one of the key areas of future cooperation. Japan has formed a special task force on this issue and is involving private businesses operating in the field of housing construction. A series of technical consultations is planned for 2025 to adapt Japanese technologies to Ukrainian conditions. At the same time, the parties discussed the needs in transport logistics, energy efficiency, critical infrastructure protection, and possible joint cultural initiatives in the field of memorialisation.
