The Cabinet of Ministers of Ukraine has approved the amount of state subsidies for the construction of shelters in general secondary education institutions for 2026. The total amount of funding will be UAH 5 billion. The relevant decision was adopted during a government meeting, along with the rules and conditions for the provision of funds.
The funding is planned to be used for the construction, reconstruction and major repairs of school shelters, as well as for the completion of projects started in previous years. The state continues to create a safe educational environment, taking into account military risks and community needs.
Military and specialised educational institutions, schools with 200 or more students, and educational institutions that are the only ones in the community will be eligible for subsidies. Funds will be allocated taking into account the security risk levels identified for specific territorial communities.
To participate in the programme, an educational institution must provide distance or blended learning, have approved project and cost estimate documentation, and not have suffered damage as a result of hostilities. These conditions are mandatory for applying for state funding.
Preference will be given to projects that were already funded in 2025 and have a readiness level of at least 60 per cent. Separate priority is given to military lyceums and lyceums with enhanced military and physical training. At the same time, projects from previous years that have not reached 60 per cent completion will also be eligible for funding on a general basis.
