The Ministry of Education and Science of Ukraine has updated the State Standard for Primary Education, strengthening the focus on safety, well-being, and consideration of the age-specific needs of younger students. The document aims to adapt the learning process to modern challenges and create conditions for each child to develop at their own pace.
“Approaches to individualized learning and the organization of the educational process for students with diverse learning needs have been clarified,” reports Humanitarian Media Hub, citing the official website of the Ministry of Education.
The new standard will come into effect on September 1, 2028. At the same time, it will already serve as the foundation for developing a new Typical Educational Program, model curricula, and textbooks.
The updated standard recognizes that children face stress and anxiety, so schools must become spaces of support. It provides for corrective and developmental assistance for those who need it, as well as consideration of linguistic, cultural, and psychophysical diversity among students, including children who study in the languages of indigenous peoples, national minorities, or sign language.
The document is aligned with the standard for basic secondary education, ensuring a smooth transition from primary school to grade 5. For the first time, clear requirements for digital literacy have been introduced: working with data, information security, online interaction, and critical thinking. The curriculum has been updated, with dedicated hours for computer science.
The new standard continues the logic of the New Ukrainian School reform, maintaining a competency-based approach, activity-based learning, and inclusivity. It helps schools navigate modern realities and support children with diverse experiences, learning needs, and development pace.
