Civilians illegally deprived of their liberty by Russia will receive one-time state aid

The government has adopted a resolution introducing state support for Ukrainian civilians who have been unlawfully deprived of their liberty by the Russian Federation. The document was developed by the Ministry of Community and Territorial Development in conjunction with the Verkhovna Rada Commissioner for Human Rights and the Coordination Headquarters for the Treatment of Prisoners of War.

Under the new rules, citizens released after unlawful detention will be able to apply to the Ministry of Development and receive a one-time payment of 50,000 UAH. It is important to have a certificate from the Joint Centre for the Coordination of the Search and Release of Illegally Detained Persons. Those who returned on their own must also submit a document certifying their status as victims in criminal proceedings.

The decision to provide assistance will be made by a specially created interdepartmental commission. The resolution provides for the participation of several authorities: the Ministry of Social Policy will coordinate priority support measures, the Ministry of Development will accept applications and ensure the work of the commission, and local administrations will organise meetings with those released and provide basic support after their return. Assistance in completing documents, medical and psychological support are also provided.

In addition to a one-time payment for this category, the resolution confirms the right to payments of 100,000 UAH to those released, for whom the fact of deprivation of liberty as a result of armed aggression has already been established. It also applies to their families — both as a one-time payment after release and annually for each year of captivity. As of today, almost 12,000 payments have already been made, totalling approximately 1.2 billion UAH.

The state support mechanism will remain in effect during martial law and for 90 days after its end. Released civilians will also receive basic necessities, legal and social assistance.
