A National Council for the Protection of Children’s Rights has been established in Ukraine. The relevant decision is enshrined in Cabinet of Ministers Resolution No. 1507 of November 19, 2025, which also approved the regulations governing the work of the new advisory body.

The National Council was established to prepare proposals for the formation and implementation of state policy in the field of child protection. Its recommendations can be implemented through government decisions within the powers of the relevant executive authorities. The main focus of the National Council’s activities is on coordinating the actions of central and local authorities in the field of child rights protection, analyzing problematic issues, and coordinating the implementation of strategies, reforms, and international initiatives. The body is also involved in fulfilling Ukraine’s obligations under the UN Convention on the Rights of the Child and other international documents.

A separate area of the Council’s work is supporting the implementation of the European Child Guarantee, a European Union initiative aimed at overcoming child poverty and social exclusion. It provides for equal access for children to key services, including preschool education, health care, adequate nutrition, adequate housing, and inclusive education, with a focus on the most vulnerable groups.

Within its powers, the National Council will analyze the implementation of state policy in the field of child protection, participate in the development of regulatory and legal acts, prepare proposals for the government, and prepare an annual state report on the situation of children in Ukraine for submission to the President. The Council will also monitor the implementation of the National Plan for the Implementation of the European Child Guarantee by 2030, which was approved by the Cabinet of Ministers in November 2025.
