The goal of the competition is to strengthen communities’ capacity to effectively implement state policy in the field of veteran services at the local level. This involves strategic planning, rational use of resources, inter-sectoral cooperation, and improving the quality of services for veterans and their families. Particular attention will be paid to communities with limited access to services and regions where the need for support is greatest.

IREX plans to award one grant of up to $520,000, subject to funding availability. The expected project implementation period is from February 2026 to October 2027. The project envisages close cooperation between civil society organizations, local authorities, state institutions, and service providers.

The program will support the implementation of local policies for the reintegration of veterans, the development of interregional exchange of experience, the training of specialists in veteran support, and the capacity building of primary health care providers. It is expected that activities will be implemented in at least fifteen communities throughout Ukraine, with the exception of temporarily occupied territories.

Ukrainian civil society organizations with experience working in Ukraine and cooperating with government authorities are eligible to apply. Co-financing is not required. Applications will be accepted until January 18, 2026.
