In 2026, Ukraine will launch its first comprehensive national programme on leadership and advocacy in humanitarian response. The initiative is the result of long-term cooperation between the Humanitarian Leadership Academy, the Ukrainian Catholic University, the Alliance of Ukrainian Civil Society Organisations, and Refugees International.
The programme is positioned as a pilot element of a broader educational and research ecosystem for the humanitarian sector. Its goal is to strengthen the institutional capacity of Ukrainian organisations that have taken on a key role in providing humanitarian assistance on the ground since 2022, from evacuating civilians to restoring basic services in de-occupied communities.

The full-scale war has shown that effective humanitarian response requires not only operational actions, but also systemic knowledge, leadership skills, understanding of international standards, ethics and humanitarian mandate. This need is addressed by a new programme that combines Ukrainian practical experience with an academic foundation and global approaches to humanitarian policy.
The UKR CSO Alliance sees the launch of the programme as the first step towards the formation of a national humanitarian training ecosystem. This refers to a network of educational, research and partnership initiatives that will enable humanitarian workers to obtain professional education, develop analytical thinking, strengthen community trust and participate in shaping humanitarian decisions at the national and international levels.
The Leadership and Advocacy in Humanitarian Response programme will also test approaches to participant selection, certification and professional support. Its graduates are expected to form the basis of a talent pool for humanitarian recovery and the representation of Ukrainian experience on global platforms.
As part of the further development of the ecosystem, the UKR CSO Alliance plans to launch additional educational and research formats aimed at humanitarian specialists, young leaders and civil servants. The initiatives will be implemented in partnership with Ukrainian and international educational and analytical centres with a focus on combining local experience with global knowledge.
