Ukraine has approved a state standard for social services related to advising on the adaptation of housing for people with disabilities. The document establishes a unified approach to housing adaptation and enshrines accessibility as a systematic element of social support.

The new standard provides for professional counseling to help make living spaces safe and functional in accordance with individual needs. This involves assessing existing barriers in the home, preparing recommendations for changes, and developing a practical adaptation plan. Such support is relevant for people with disabilities, people with age-related mobility limitations, those recovering from injuries or operations, and families caring for people with special needs.
The document also defines the requirements for specialists and service providers, as well as a list of mandatory documentation. This creates transparent rules of operation and allows for quality control of assistance provided in different communities.
The introduction of the standard transforms housing adaptation from isolated solutions into a full-fledged social service. It integrates the principles of universal design and reasonable accommodation into public policy and can be combined with rehabilitation, care, and recovery programs. Communities now have the opportunity to incorporate this service into local programs, plan funding, and train relevant specialists.
The new approach is expected to improve the quality of life for people with disabilities and reduce household risks in their own homes, making accessibility a practical part of social support.
