Hundreds of damaged hospitals have been restored in Ukraine

Ukraine continues to rebuild medical facilities that have been destroyed as a result of the full-scale war. Russian attacks are systematically targeting civilian infrastructure, including hospitals, clinics, and medical centers. As of December 1, 2025, 2,535 facilities in 816 healthcare institutions have been confirmed damaged or completely destroyed.

According to official data, 327 facilities belonging to 125 medical institutions have been completely destroyed. Hospitals and medical centers in the Donetsk, Kharkiv, Dnipropetrovsk, Kherson, Zaporizhzhia, and Luhansk regions have suffered the greatest losses. These regions remain the most vulnerable due to constant shelling and the complex security situation.

Despite the risks of war, the restoration of medical infrastructure continues. Seven hundred facilities have already been completely rebuilt, and another 323 medical facilities have been partially restored. At the same time, 59 facilities that had previously been repaired were damaged again due to repeated attacks. Most often, these are facilities in de-occupied territories or those that had minor damage.

Medical care is currently provided at 1,532 facilities, with another 185 operating partially. At the same time, 232 facilities have been evacuated and 572 are temporarily out of service. Data on medical facilities in the temporarily occupied territories remains limited due to lack of access and the inability to verify the extent of the damage.

The emergency medical care system has suffered particular losses. Since the start of the full-scale invasion, 280 ambulances have been destroyed, another 170 vehicles have been damaged, and 80 have been seized by Russian troops.

The Ministry of Health of Ukraine, together with international partners, continues to work systematically to restore medical facilities. The priority remains to ensure uninterrupted access to medical care for patients, even in frontline and de-occupied communities.
