Ukraine continues to operate a state program of monetary compensation for housing rentals for veterans, female veterans, and their family members. It is implemented by the Ministry of Veterans Affairs. The program is designed to help those who have lost their homes due to the war, have been forced to relocate, or are undergoing treatment or rehabilitation far from their place of residence.
Compensation can be received by military personnel who have been discharged from service and who have participated in combat operations, regardless of whether they have already been granted the status of combatant or person with a war-related disability. The program also applies to veterans with combatant or disability status, as well as police officers and rescuers who defended Ukraine and are now discharged from service.

Payments are provided for several life situations. These include destroyed or damaged housing as a result of hostilities, forced residence during rehabilitation more than 15 kilometers from the declared place of residence, as well as internally displaced persons among veterans who do not have their own housing.
The amount of compensation depends on the location. In large cities, such as Kyiv, Dnipro, Lviv, and Odesa, it is equal to two minimum subsistence levels. In regional centers, it is equal to one and a half minimum subsistence levels, and in other communities, it is equal to one minimum subsistence level. If the actual cost of rent is higher, the difference can be paid independently. For short-term stays, compensation is calculated in proportion to the number of days.
Applications can be submitted to the veteran policy department at the place of rented accommodation or through the nearest Administrative Services Center. Documents are accepted both in person and by mail. The payment is transferred to the applicant’s bank account.
