Minister of Economy, Environment, and Agriculture Oleksiy Sobolev said that expanding the program’s infrastructure makes state support more accessible to more people and stimulates the domestic market at the same time. Retailers have already adapted their systems to accept National Cashback cards.

The ability to pay with program funds currently only applies to offline purchases. Online orders are not included. Other grocery chains will join the program in the near future, which will be announced separately by the Ministry of Economy.

The government has previously updated the list of goods that can be paid for with National Cashback funds. It includes utilities, medicines, books, postal services, charitable contributions, and Ukrainian-made products, except for excise goods.

Applications for the 1,000 hryvnia Winter Support can be submitted until December 24, 2025, via the Diya app or at a Ukrposhta branch. As of December 11, more than 16 million applications had already been submitted. Funds requested through the Diya app must be used by June 30, 2026. Assistance is not available to citizens who are abroad or in temporarily occupied territories.
