The European Investment Bank has allocated another tranche to Ukraine under the Municipal Infrastructure Development Program (UMIP) totaling €18.4 million. The funds will be directed toward energy-efficient modernization of 28 social facilities in Ternopil, Zaporizhzhia, and Volyn regions, Humanitarian Media Hub reports citing Interfax-Ukraine.
“We are helping Ukraine restore and improve kindergartens, schools, hospitals, and green spaces that are central to their communities. Strong and reliable public infrastructure is vital for Ukraine’s recovery,” said EU Commissioner for Enlargement Marta Kos.
In Volyn region, €4.2 million will be allocated for the modernization of three key healthcare facilities. Ternopil will receive €11.3 million for energy-saving upgrades in 20 schools and kindergartens, including the installation of energy monitoring systems in all educational institutions across the city. Zaporizhzhia will use €2.9 million to renovate five school buildings, reducing energy losses and improving safety and comfort for students and teachers.
The financing is backed by the EU under the Ukraine Facility instrument worth €50 billion, confirming the bloc’s systemic support for Ukraine’s recovery. The overall UMIP budget amounts to €400 million, focusing on upgrading heating and water supply networks, thermal renovation of public buildings, and implementing modern waste management systems.
The project is managed by Ukraine’s Ministry for Communities and Territories Development and the Ministry of Finance. Technical assistance is provided by the Eastern Partnership Technical Assistance Trust Fund (EPTATF), the EU Neighbourhood Investment Platform (NIP), and a grant from E5P for the modernization of district heating systems in Lozova.
The EIB has been operating in Ukraine since 2007. Following the full-scale invasion in 2022, the Bank significantly increased its financial support, providing over €4 billion to strengthen resilience and restore critical infrastructure.
