KEY POINTS

  • In 2026, the minimum salary for teachers will increase to 21,000 hryvnia
  • Educators remain among the lowest-paid workers
  • The increase is included in the draft State Budget for 2026
  • The decision is presented as a first step towards fair salaries in the education sector

The minimum salary for teachers will be increased to at least 21,000 hryvnia in 2026. The prospects for the increase were announced by Danylo Getmantsev, chairman of the parliamentary committee on finance, tax and customs policy. The decision is integrated into the budget calculations for next year and is intended to reduce the gap between the salaries of educators and the average salary in the country.

State Statistics Service figures for October 2025 show that the average salary in Ukraine reached UAH 26,913, but education workers remain among the lowest paid. The average salary is recorded at UAH 16,984, which makes it difficult to attract and retain staff in schools. Low figures are also observed in related humanitarian fields, such as libraries, museums, and the arts.

The parliamentary committee insists that raising salaries to 21,000 hryvnia is a necessary step to stabilise the staffing situation in education and increase the prestige of the profession. According to Getmantsev, the adoption of the 2026 budget made it possible to enshrine this decision in state policy and set the direction for further growth in teachers’ salaries.

The increase should form the basis for a new model of teacher remuneration, which will ensure competitive conditions for work in Ukrainian schools and support for young professionals.
