Kyiv has approved a procedure for providing partial compensation for the conversion of apartments for Kyiv residents with disabilities in groups 1 and 2. This is to support those whose homes are no longer comfortable due to narrow doors, high thresholds or inconvenient layouts. The city offers financial assistance so that veterans can live in their own space without barriers and have access to safe conditions.
Compensation is provided for by the city programme “Support for Kyiv Defenders” and can reach 500,000 hryvnias. It covers the work necessary to adapt housing to individual needs, including the conversion of bathrooms and kitchens, the installation of handrails, and the relocation of sockets and switches. The aim of the programme is to ensure that people who have returned from the war with injuries can move freely and use their homes independently.
To receive compensation, applicants must submit a package of documents confirming their status, the cost of renovation work and their right to use the home to the Kyiv Military Hub. After review, the documents are forwarded to the city services, which make the reimbursement to the recipient’s social account. The city council emphasises that this is not about cosmetic repairs, but about adapting the space to the needs of a person who is regaining mobility and seeking to control their everyday environment.
Consultations on the programme are provided at the Kyiv Military Hub on Khreshchatyk Street, as well as at the Department of Social and Veteran Policy. Specialists help with the preparation of documents and accompany applicants through the compensation process.
