A meeting of the Ukrainian delegation dedicated to systematic approaches to supporting young people, accompanying them in their education and entry into the labour market took place in Vienna. The trip was organised on the initiative of the First Lady of Ukraine, Olena Zelenska. The Ministry of Youth and Sports of Ukraine was represented by Deputy Minister Ulyana Tokareva.
The Ukrainian delegation familiarised itself with Austrian models of early youth support, which aim to ensure a sustainable educational and professional path for every young person. The cases presented emphasised that timely support reduces the risk of dropping out of school, increases the chances of further education and helps young people enter the labour market.
One of the key examples was the Youth Coaching system. It provides individual support to high school students during the period of choosing their future path — education, vocational training or practical training. The model works in schools, builds on the strengths of young people and relies on a preventive approach that allows risks to be identified in a timely manner and realistic development paths to be formed for adolescents.
The second element of this system is the AusbildungsFit programme, which bridges the gap between school and vocational education. It is aimed at young people aged 15 and over who need to further strengthen their basic knowledge and skills. The programme has a low-threshold entry format, individual and group support, and training in communication, self-organisation, time management and other skills. This approach is in line with the principles of accessibility and focuses on creating conditions for development rather than assessing the “readiness” of young people.
Special attention was paid to the NEBA system — a comprehensive model for supporting young people at all stages of their transition to a profession. NEBA covers early identification of barriers, preparation for vocational education, support during training, assistance with employment and adaptation, as well as advice for employers on inclusive practices. Thanks to this model, employers become partners in the process, creating stable development paths for young people.
