Support for veterans and people with disabilities becomes a social policy priority

Key points:

  • Professional training in social services needs to be developed.
  • Resilience centres form a new model of comprehensive support.
  • The peer-to-peer approach builds trust between veterans.
  • An inclusive reconstruction plan is presented with a focus on accessibility and expansion of services.

The National Forum on the Rights of Persons with Disabilities was held in Kyiv, where representatives of state institutions, NGOs and international partners presented approaches to updating the system of support for veterans, people with disabilities and their families. The focus was on accessibility of services, development of professional training and creation of conditions in which everyone receives the necessary assistance without barriers.

Inna Solodka, Deputy Minister of Social Policy, Family and Unity of Ukraine, stressed that the quality of social support directly depends on the professional training of specialists working with veterans and people with traumatic experiences. According to her, the system should be developed as a network of competent teams capable of providing sustainable, needs-based support.

She stressed the importance of resilience centres, which form a new model of support. These centres combine psychological assistance, employment support, life skills development and work with veterans’ families. This format helps build trust, reduce the risk of social exclusion and provide services that work for real recovery.

Inna Solodka noted the effectiveness of the peer-to-peer approach, where veterans provide support to other veterans. This strengthens the sense of community, helps to overcome barriers and facilitates the integration of the military into community life. The mechanism of mutual support is seen as one of the key ones in the further development of the social services network.

During the forum, an action plan for inclusive reconstruction was presented, which includes developing accessibility, improving social services and creating an environment where everyone can participate in community life on equal terms. Participants stressed that inclusiveness should become a component of the country’s reconstruction and determine approaches to social policy at all levels.
