The Government of Ukraine has announced the allocation of $116 million in grant aid from the US government to restore and modernise heating systems in frontline communities. The decision was made after analysing the large-scale destruction and the growing need for stable heat supply during the cold season. The funds will be part of the Critical Infrastructure Support Programme, which has been operating in Ukraine since the start of the full-scale invasion.
According to the Ministry of Community Development, Reconstruction and Infrastructure, the funding will allow the boiler houses to resume operation, replace equipment, improve energy efficiency of the networks and provide communities with heat despite regular attacks on the energy sector. The ministry emphasises that priority will be given to regions where shelling has caused prolonged interruptions in heat and water supply, and where local heating systems need urgent re-equipment.
Oleksiy Kuleba, Head of the Ministry, stressed that the restoration of heat supply in the frontline areas is a key element of people’s life stability. According to him, the support of partners strengthens the ability of communities to withstand difficult conditions, maintain basic services and prepare for the next winter period. The modernisation projects already include technical audits, procurement planning and the identification of priority facilities.
