Mobile Administrative Service Centres expand support for residents of frontline communities

Mobile ASCs have become one of the most important tools for accessing public services in regions where people face danger and limited mobility. These are fully-fledged offices on wheels, capable of travelling to places where residents cannot reach stationary centres. There are 48 such mobile offices operating in Ukraine, and demand for them in frontline communities has grown several times over.

Sumy region feels this need particularly acutely. The region is under daily shelling, so mobile ASCs are among the first to arrive at the sites of attacks. They help people apply for compensation for destroyed housing, restore documents and arrange social services when stationary centres are inaccessible or remote.

The functionality of the mobile office is almost identical to that of a regular Administrative Services Centre, except for passport services. Over the past few months, the number of requests has increased significantly: in the third quarter, mobile teams across the country processed more than 11,000 applications, which is several thousand more than in the previous quarter. In Sumy region, two mobile offices provided 646 services in three months, including social payments, residence certificates, property registration, IDP certificates and veteran services.

The region received its third mobile ASC after winning the Swedish-Ukrainian Polaris Programme competition. The community also cooperates with the EGAP programme, which develops solutions for digital accessibility and mobility. The new vehicle will soon begin operating, allowing even more settlements to be covered.
