In Ukraine, higher education institutions, scientific institutions and science parks will be able to implement joint projects with businesses with the support of state co-financing.

Under the initiative, the state will cover between 40% and 60% of the costs, depending on the size of the enterprise. Support will be focused on priority areas: defence technologies and national security, energy efficiency and resource conservation, development of alternative energy, high-tech transport, aviation and shipbuilding, rocket and space technology, new materials, nanomaterials, the agro-industrial sector, medical technologies and pharmaceuticals, clean production, environmental protection, ICT and robotics. Participants can propose their own research or respond to technical tasks from businesses.

Applications will be accepted online through the national scientific information system. Funding will be provided through a tripartite agreement with clearly defined co-financing terms and expected results. The mechanism curbs bureaucracy and ensures transparent interaction between scientists and businesses.

The draft resolution has already been submitted for public discussion. Proposals can be submitted until 2 January 2026.
