Key points
- Ukraine has launched an electronic cosmetic product notification system.
- Manufacturers and importers now submit data on cosmetics online.
- This is the first centralised catalogue of cosmetic products in the country.
- The system operates in two stages, the first of which has already begun.
- Experts call the launch a step towards integration with the European market and increased safety for consumers.
The electronic notification system for cosmetic products has officially launched in Ukraine. This allows manufacturers and importers to submit data on their cosmetics online in a transparent format and in accordance with EU standards. Previously, there was no centralised electronic catalogue of cosmetics, so products went on sale without any digital record-keeping.
The launch of the system changes the rules of the market. Now, every cream, shampoo, lipstick or other product will have its information recorded in the state electronic register. This creates clear and unified conditions for businesses, and consumers receive more safety guarantees.

Deputy Minister for Digital Development Maria Karchevich emphasised that the implementation of the system is in line with European practices and strengthens confidence in Ukrainian products. According to her, the digitisation of cosmetics accounting helps to build a predictable and transparent market.
The system is being rolled out in two stages. The first has already begun: during a presentation webinar, key features were demonstrated to industry participants. Manufacturers and importers can create accounts for responsible persons, submit product notifications, make changes to data, and obtain references. All processes are carried out without disclosing commercial information.
In the future, government agencies responsible for toxicological control will be able to quickly send doctors data on the composition of cosmetics. This is important for emergencies when a patient needs treatment after an allergic reaction or other exposure to a cosmetic product.
The new digital tool creates a safer market and supports the adaptation of Ukrainian legislation to EU standards.
