From 1 December 2025, internally displaced persons who have left temporarily occupied territories and have the status of combatants or persons with disabilities as a result of war can apply for a housing voucher worth UAH 2 million. The voucher allows them to purchase ready-built housing, invest in new construction, or pay off a mortgage.
The application must be submitted via the Diia mobile app — without submitting documents manually, with data pulled from state registries. The commission will review the application within thirty days; if the decision is positive, the voucher will be generated in the Register of Damaged and Destroyed Property.
Only those who meet all the criteria are eligible for a voucher: they must have IDP status, have been in the occupied territories, be registered, have no other housing in the controlled territory (except for mortgages or housing in the combat zone), and have not received assistance under other housing programmes. The start date for submitting applications has been agreed with the government, and the programme is being implemented with the participation of a number of ministries and international partners.
