Ukraine is launching a pilot programme to pay for scar correction services for defenders who have suffered injuries and burns while on duty. The decision was made by the government, and the programme itself will start in January 2026. It involves compensating medical institutions for procedures that help restore skin elasticity, reduce pain, improve mobility, and stop the development of scarring. This approach strengthens the system of rehabilitation and support for people who continue to serve or have completed their service.
Veterans, active military personnel, including foreigners and stateless persons, as well as police officers, rescuers and employees of the State Criminal-Executive Service who participated in combat operations or provided security measures will be eligible for these services. Scar correction will include comprehensive assistance: from initial consultation and individual plan development to clinical progress assessment and final recommendations. Telemedicine consultations, care skills training, and regular medical examinations throughout the course of treatment will be available.
The programme will combine medical and psychological aspects of recovery. The use of injection methods and laser technologies helps to improve physical condition and reduce discomfort. For people who have survived combat injuries, this is also an important element in regaining control over their own bodies and restoring confidence.
Medical institutions of all forms of ownership will be able to provide these services after signing an agreement with the Ministry of Veterans Affairs and obtaining the appropriate licence. Detailed information on the conditions of participation in the programme and the algorithm for patients and providers is expected to be published in the near future.
