Compensation for damaged housing will be provided without the consent of all co-owners

The lack of consent from one of the co-owners will no longer block compensation for the repair of damaged housing under the eVidnovlennya programme in the Diia app. The government has adopted a resolution that simplifies the submission of applications and should speed up the restoration of Ukrainian homes damaged by the war.

Previously, the consent of all co-owners of the property was required to receive funds under the eVidnovlennya programme. In practice, this often led to a dead end: some people had moved abroad, others could not be contacted or ignored joint issues regarding the property. Those who actually lived in a damaged house or flat were effectively unable to take advantage of state compensation, even if the need for repairs was urgent.

The new rules are designed to remove this dependency. One of the co-owners will now be able to apply for compensation independently through Diia. Such an application will automatically be considered submitted on behalf of all co-owners of the property. If the other co-owners do not join the application and do not submit official objections, the relevant commission will have the right to approve the payment of compensation.

The recipient of the funds undertakes to restore the property to a habitable condition in accordance with the approved checklist. This refers to basic safety and comfort requirements so that the dwelling meets minimum quality standards after renovation. This approach should increase the personal responsibility of the recipient of the funds and at the same time protect the interests of other co-owners.
