In 2026, updated inclusivity standards in construction will come into force

The Ministry of Development has approved the third amendment to state building standards DBN V.2.2-40:2018 “Inclusiveness of buildings and structures. Basic provisions”. The updated document defines modern requirements for the design and operation of facilities to increase accessibility for all users. The standards will come into force on 1 April 2026, giving specialists sufficient time to adapt their design solutions to the new standards.

The amendment is aimed at harmonising Ukrainian regulations with international recommendations and best practices. The document clarifies approaches to the organisation of land plots and adjacent territories, in particular requirements for pedestrian routes, kerb ramps and crossings. The clarified provisions concern planning solutions inside buildings, including the parameters of ramps, stairs, doorways and sanitary facilities.

Particular attention is paid to navigation and safety aids. The updated requirements describe the use of tactile and visual elements that facilitate independent movement through space. The parameters of evacuation routes in terms of fire safety have been clarified, as well as the requirements for sanitary and hygienic areas and their accessibility.

The Ministry notes that the regulatory framework is still being updated. Other relevant documents included in the national action plans are currently being developed to strengthen the systematic approach to implementing the principles of accessibility in design and construction.
