The Cabinet of Ministers has approved a new Procedure for the rehabilitation and recreation of children in need of social attention and support. The document provides for the financing of the programme in the amount of UAH 91.5 million and introduces the principle of “money follows the child”. This means that the state will pay for services directly to the institutions where the child will undergo rehabilitation or recreation.
Payment will be made by the Social Protection Fund for Persons with Disabilities through direct compensation to institutions listed in the State Register and those that have concluded agreements. The mechanism is designed to simplify access to services for families and ensure equal opportunities for children in need of special support.
Orphans, children of combatants and deceased military personnel, children registered as internally displaced persons, children living on the front line, biological children of foster parents and adoptive parents. Children with disabilities who are capable of self-care are entitled to health improvement and recreation.
Parents will be able to choose a suitable facility from the list on the Fund’s website. After receiving preliminary approval, copies of the necessary documents must be submitted. The contract is concluded immediately after the child’s arrival at the facility. The duration of the health improvement programme is 21 days, and the recreation programme is 14 days.
