The Ukrainian government has approved the National Plan for the Implementation of the European Child Guarantee, which aims to unite state, local and international efforts to support children. This framework document has been created so that no child is left without access to education, healthcare, nutrition, housing and social support.
The European Union initiative guarantees basic services for every child, and Ukraine consciously chose this path while still applying for EU membership, defining its National Plan as part of its movement towards European standards for children.
The Minister of Social Policy emphasised that dozens of programmes aimed at supporting children are already being implemented at the state, local and community levels. However, these efforts will now be combined into a single, coordinated framework. The National Plan will allow for systematic, targeted progress in line with European standards.
The document covers five key areas: preschool education and care, inclusive education in schools, health care, nutrition and housing.
The implementation of the plan will be coordinated by the newly created National Council for the Protection of Children’s Rights, a permanent body that will prepare an annual report on the state of children’s rights in Ukraine.
