Ukraine launches CISO Campus to train cybersecurity leaders

Ukraine is strengthening its cybersecurity system and launching CISO Campus, a national platform for training cybersecurity leaders. The new initiative will operate on the basis of CDTO Campus in partnership with the State Special Communications Service and will become a center for the formation of modern cyber resilience standards in the public sector.

The need for cybersecurity specialists is growing, as government services are subject to cyberattacks on a daily basis. The introduction of the CISO position in all government agencies in 2025 has created a demand for systematic training of professionals responsible for data security, digital solution resilience, and response team coordination.

CISO Campus brings together the expertise of the State Special Communications Service and the approaches developed within the CDTO institute. It will train cybersecurity executives, incident response managers, CSIRT/CERT/SOC specialists, and professionals seeking to move into management roles in the field of cyber defense. The program plans to train about 900 specialists in its first year.

State Special Communications Service Chairman Oleksandr Potii emphasizes that the state is transitioning to a model of cyber resilience, where it is important not only to defend oneself, but also to quickly detect attacks and restore systems. The new cyber security law establishes the role of CISO in the public sector, but the personnel shortage remains significant — Ukraine needs thousands of specialists who will work according to uniform standards.

Training at CISO Campus will take place at regional cyber security centers. The program includes working with real cases, crisis modeling, cyberattack simulations, and tools for risk assessment and critical infrastructure protection. The platform is headed by Ieva Ilves, an international expert and former advisor to the President of Latvia on digital policy.
